No phone calls were heard and the a/c's carrier quickly dropped into the noise at 2326z, indicating an a/c had landed at Andrews. At 2343z the only comms. heard were on the 325.965 Orderwire, Tribesman called 973 and then terminated with him. Earlier in the day Andrews ATIS had reported an Air Terminal Ramp Freeze scheduled for 1250z. Bill was scheduled to go to Hope, Ark. and Texarkana for a Boyhood home dedication and Fund Raising. I ran tapes to record the Orderwire comms. for AF1's departure and they were blank. A look at the evening news revealed why. At 2028z on the 267 Orderwire heard 973 calling Waldorf, Waldorf came back and told 973 that he has 973 loud and clear, he'll have his circuit ready in a minute. At 2034z on the 267 Orderwire heard Waldorf and 973, Waldorf told 973 that he has ch. 8 to him in slot 7. He has 973 weak about a 2 1/2 and he'll probably not be able to draw dial tone til the signal level increases. 973 said that he'll boost it up a little bit and maybe change position. At approximately 2233z on the Orderwire heard Waldorf talking to 973, Waldorf told 973 that he has them at about a 5 into Waldorf. Waldorf then told 973 that they are going to have a problem when he gets south with his only circuit. Right now Waldorf has it patched to a certain slot and when 973 flies out of his area he's going to lose it. Waldorf said that he'll keep him up as long as he can. At approximately 2249z heard Waldorf call 973 a couple of times and then the carrier dropped. Va. 3/18 Took the AOR AR8200 to work, and scanned the WBFM freqs. Around 1750z noticed it stopped on 326.000, crickets were present on the Orderwire. Heard Windburn (Waldorf), talking with Plyboard, (Primary NAOC). Walked outside my office and the 326 carrier was fluctuating from full scale to noise levels. Tuned to 382.350 and noticed a weak carrier. Around 1810z the 382 carrier was at full scale. Around 1825z heard Plyboard tell Windburn that they will be going into Monarchy (Andrews?). Had to work on a problem so I had to leave the office. When I got home at 2025z the carriers were still up. 326.000 at S-4 and fluctuating and 382.350 at S-1. At 2026z heard phone call on 326.0339LSB. At 2034z on the 326 Orderwire heard Windburn talking with Plyboard, Windburn told Plyboard that he has ch. 3 on 27E6, he's also double fed. He has ch. 8 on 27E7, the DK on 2787, he has ch. 5 on 27E2, ch. 6 is on 27E3, ch. 7 is on 27E4, ch. 2 is on 27E5. Windburn told Plyboard he has both of his racks up looking at the same RF and he sees hits on both the MUXs. Windburn is going to monitor the ground lines and see if they see the hits on the circuits. Windburn told Plyboard that the circuits Plyboard has to him on the ground line are as quiet as a mouse. They're solid as a rock, everything is good. They're quiet, not clicking like they are on the RF side. At 2047z heard phone call on 326.0179USB. Something about a CP at extension 2104. Then a Col. came on the line. At 2111z heard phone call on 326.0549LSB. "Supposed to be a clock from DSS(?). It still looks like your not patched to SHF, the timing as DSN(?). At 2119z heard phone call on 326.0550LSB. Tech Control. At 2122z heard phone call on 326.0550LSB, "Hi this is Fort Detrick, OK so what are you wanting to do now? You sure you don't want to try SHF again? OK so you are wanting to go hot(?), please hold. We're having difficulties getting in touch with our patch tests. Right now? OK, go on your count. Secure comms. then broke out. At 2134z heard phone call on 326.0235LSB. At 2202z heard phone call on 326.0237LSB. At 2214z heard on the 326 Orderwire Windburn told Plyboard that he just did a foreign loop back and everything locks up good so it must be your problem. Put in tapes to monitor Orderwire comms. Tapes reveal: (all times approximate) At 2237z heard Windburn telling Plyboard that he either has multipath on there, it acts likes its kind of hitting this way towards me. You wouldn't until you get out past your transmitter. You want to put a receiver on your up and look at your transmit? You may not see it there. You wouldn't until it got to your radio. You may not see it then, it looks like it's mulitpath between us. It looks like it's clipping. Your SF this way is clipping towards me. At 2239z heard Windburn telling Plyboard that he looked at 4 of his circuits and they all look thick(?) coming towards him. Windburn asked Plyboard what level on the 2600 he has coming from him. At 2256z heard Windburn tell that once Plyboard gets all the hitting on his circuits stopped they can continue with the testing on this. Until Plyboard's circuits quit hitting towards crossbars and dropping the SF there's nothing Windburn can do about it unless Plyboard amps his circuits up some. All of Plyboards circuits are hitting towards Windburn's crossbars. That means that they are intermittently going open, which is almost to the point of putting dial tones on all of the circuits going towards you. You need to fix that problem then we can get on with this. The only thing I can advise you sir is that you must amp that circuit up on ch. 1, putting an amp on it to bring the SF up on it. Either that or you have the airplane parked wrong, because we've never had any problems with the circuits when you go on ground lines here before. The only thing other then that is all your circuits are hitting towards me or towards crossbar, whatever you want to call it. We've got two receivers up here looking at you, we've had two receivers at three other GEPs and it's always the same thing at the other GEPs. When you flew through those that you were hitting. At 2303z heard Windburn telling Plyboard that right now he's getting Plyboards SF tone at about a 30 which is about 10dB long, your 2600 is reading about a 2562 which is way off that's on ch. 1, that's not very good. Here let me turn this speaker up to see if you can hear it clipping. Windburn then puts Plyboards SF tone on the Orderwire. Windburn asks if Plyboard heard it. That's what I'm getting from you and that's not going to work. Let me go up front and I'll put another MUX to you. At 2307z heard Windburn tell Plyboard that he understands, Plyboard is seeing the same thing as Windburn. It's like multipath. When multipath usually comes in it goes down then it'll come back up then it'll go down and then back up. What I'm hearing from you is this circuit actually going, Windburn then gives Plyboard some sound effects. In the mean time it's driving the SF nuts. We saw this at 3 other GEPs. How about putting up another transmitter towards me. You working on a bottom antenna, a top antenna, what are you doing? I'm going to put this back to the other side because this isn't working. Hang on. At 2309z heard Windburn tell Plyboard that he has them back up on the other rack. At 2320z heard Windburn tell Plyboard that he put them on a different radio and it didn't make any difference. At 2331z heard Windburn asking Plyboard if they tried putting on another transmitter. Windburn has tried different transmitters and receivers which didn't help. He sees the same thing on his second MUX. The only suggestion Windburn can make is take 7 & 8 and put 1 & 2 on the circuits that 7 & 8 are on. At 2333z heard Windburn tell Plyboard that he's trying to get this thing resolved. The higher channels 10, 11, & 12 look good as far as the SF levels. It looks like there's roll off on the channels 1 & 2. Those things are like 30 and 28 coming in here. 10, 11, & 12 are like 21, 20, 21 and they're reading 2600 cycles on the nose. 1 and 2 are reading bad, SF is reading bad. Va. 3/18 - 19 At 2335z heard on the 326 Orderwire Windburn telling Plyboard that he took a look at his Radio In jack which is off of a second receiver and he's watching when the circuit hits his way he sees the SF changing from some sort of impulse noise causing that thing to hit momentarily enough, it's not bringing in the dial tone but if it stayed that way for maybe another fraction of a second you'd be seeing off hooks and reorders coming back at you. At 2348z on the 326 Orderwire heard Windburn tell Plyboard that he's going to get a loop back both sides when Plyboard does something. Windburn then asked Plyboard who he's going through EASTLANT with. At 2352z heard on the 326 Orderwire Windburn told Plyboard that he was talking to one of the Techs. at Windburn and the Tech. told him that they had Plyboard change one of their MUX the other day and it cleared everything out. At 2358z heard on the 326 Orderwire Windburn tell Plyboard that the only thing he can tell Plyboard is that he's got green lights. Everything looks like it's operation normal. Windburn then asked if Plyboard knew anything about a Uniform 839 circuit. Windburn then asked to talk to the other Tech. Controller. When the Other Tech. Controller came on Windburn told him that he already figured out what it was. Windburn then asked if there was any way that Plyboard could put another MUX on. At 0003z heard on the 326 Orderwire Black Eye (Waldorf), told Chip Shot (Primary NAOC), that he's still getting hits. Apparently Chip Shot told Black Eye that the problem is FMing. Black Eye says that he understands. After 37 years on the job at Waldorf he's seen a lot of FMs. Black Eye says that it's still hitting, he's looking at ch. 2 and he's reading a 19.9 on the SF and it's holding pretty steady at 2600. He still hears the clipping on it and when it clips it goes to 2610 but immediately it comes back. The level is good, 19.9 is better then a 38.5. At 0018z on the 326 Orderwire heard Black Eye tell Chip Shot that Chip Shot needs to give Belvoir SATCOM a call in reference to some levels. Black Eye will go ahead and pull the patch down so once they get the levels straight they can go FDMA. At 0040z heard on the 326 Orderwire Black Eye told Chip Shot that it should be there, he has all his patches up right, he's checked them 3 times. He then asked if they took the loop back down. At 0133z on the 326 Orderwire heard Black Eye calling Chip Shot and asking if he's locked up yet. Black Eye says that it looks like he's trying to lock up but he's still showing a fault. He said about 8 o'clock someone put the right scoop on here to him and it started to come up and it's still not locking in. He asked Chip Shot to do a down load to him. He wants to do a restart. At 0137z heard on the 326 Orderwire Black Eye asking Chip Shot if he's locked up yet. Black Eye said that he'll start moving the circuits over in a second. At about 808 he got a feed from Chip Shot's end. Until that time he didn't have a feed. He tried the A configuration and he figures that Chip Shot must be set up for B configuration. At 808 he saw the feed pop up on his scope and he was sitting there with a fault light, he called a guy at home to make sure he was doing things right. The guy said that he was. He guesses that Chip Shot just did a down line load and the thing popped up. Black Eye put the patches up about 2 hours ago so Chip Shot could go FDMA and he's been waiting ever since. About the same time the 84s locked up, showed up in green showing that they were synced, but he still had a fault alarm until he put a B configuration in there. At 0142z heard on the 326 Orderwire Black Eye ask Chip Shot which circuits he'd like put up. Would he like the Nightwatch channels moved over? At 0145z heard on the 326 Orderwire Black Eye calling Chip Shot and telling him that the circuits are up. At 0157z heard on the 326 Orderwire Black Eye telling Chip Shot he put a new cord in. Does Chip Shot want to try it? He then asked if Chip Shot wanted to leave this up for a while. He then asked if he ever found out what happened with Belvoir. At 0204z heard on the 326 Orderwire Black Eye telling Chip Shot, Glad to hear that we didn't have a problem here, I just wonder when we will ever be able to put this stuff up without any problems. You're depending on other people to do their thing and when they don't do their thing then you say do I have a problem here, you go through your procedures and say I've got everything right here and they're telling me well you're not putting anything to us and we don't see it and I'm going wait a minute I'm getting this stuff from this end and I'm patching it up here and it's going out here I see my stuff going out. I don't see anything coming from you and I know you don't have a problem at this point. I tried to get them to do a loop back to me they couldn't put a loop back up to me. You're kind of hung in the middle here on a lot of these problems. I give them a page and a panel and a jack number right out of the book and said from here to here you have to put a patch up to go to WESTLANT. That's the only patch you have to put up at this one point, pull it down and you go to SSMA, put it up and you go to FDMA. It's one patch it's not like it's real hard. Continued to monitor Orderwire comms. at work: At 1504z on the 326 Orderwire heard Black Eye tell Chip Shot to stand by and let Black Eye get to the back. At 1505z on the 326 Orderwire heard Black Eye ask Chip Shot what ch. he'd like to take. Black Eye moved ch. 3 for Chip Shot to RF, the DK was next, then the 5 followed by 6, then 7, and 8. At 1509z Chip Shot must have called Black Eye, Black Eye requested that Chip Shot let him know when Chip Shot was airborne. At 1513z heard on the 326 Orderwire, Black Eye tell Chip Shot "Yes sir, for tomorrow I have a circuit request, aircraft 973, RF ch. 4, 1C, around 3 pm local (2000z). Myself and Greenhill, roger, thank you sir". It's been a while since I've heard "requests" for MUX circuits over the Orderwire for upcoming SAM flights. At 1539z heard on the 326 Orderwire Black Eye ask Chip Shot what's his destination. He'll bring the stations up. At 1553z noticed that the 382.350 carrier was at full scale. At 1615z heard on the 326 Orderwire Black Eye tell Chip Shot that Black Eye can put Chip Shot into Dayton at any time. The carrier then dropped. A few seconds later it came back up. Black Eye responded to Chip Shot "You didn't have anything at the next station?" At 1617z heard on the 326 Orderwire Black Eye tell Chip Shot that he recycled everything, can they try and transition again? At 1619z Chip Shot was transitioned into Dayton, the carrier dropped. At 2134z heard phone call on 305.5892LSB, a conference call that lasted until 2209z, most of the traffic I heard consisted of things along the lines of "Command Center copies", "STRATCOM copies" ... At 2137z heard phone call on 305.5815LSB. At 2139z on the 305 & 230 Orderwires heard Pep Rally and Foursome, Pep Rally passed along to Foursome that Ringwood will not be coming up today, also on circuit 4, is that reconfigured at Foursome for something else? Foursome shows 4 normal. At 2151z on the 305 & 230 Orderwires heard Pep Rally ask Foursome to normal up air to ground 1. At 2152z on the 305 & 230 Orderwires heard Pep Rally ask Foursome to confirm that the DK is on 4, Foursome came back and said that Pep Rally had asked to normal up 1 and he did. Dogpatch copied Candyman loud and clear. At 2121z the 355 carrier was at S-8. At 2123z heard phone call on 267.6543USB. At 2124z heard phone call on 267.6432LSB, someone retrieving their bank account balance. At 2132z the 355 carrier sunk into the mud. At 2133z the 267 carrier dropped. At 2134z on the 267 Orderwire heard Candyman call Dogpatch, Candyman asked Dogpatch what numbers they have on the FDMA lines. Dogpatch told Candyman that port 7 is 0304, port 8 is 3931, port 9 is 3932, port 10 is 3933. At 2143z the 355 carrier dropped into the mud. At 2043z the 355 carrier was at S-7. For the next 10 minutes the 355 carrier dropped out and rose back up numerous times, plane doing touch and goes at Andrews? At 2228z the 267 carrier dropped. At 2228z the 267 carrier came back at S-8. At 2231z on the 355 & 267 Orderwires heard SAM 29000 and Dogpatch, 29000 told Dogpatch that they'll be flying in a local pattern and then heading north. Dogpatch told 29000 that he'll have a station up looking for him. The 267 carrier dropped sometime while I was eating dinner, didn't notice what time. It came back up around 0004z.
